A liquor store is a type of retail establishment that involves selling ready-made liquors, often in bottles or cans, which are intended to be consumed away from the store. These are also known as an off-license (in the United Kingdom and Ireland), bottle shop/bottle-o (in Australia/New Zealand, portions of Canada), liquor store (in the United States), and other similar titles, based on region and local idiom. Alcohol monopolies exist in a small number of jurisdictions. The phrase ABC store may be used in states where alcoholic beverages are controlled (ABC).

The United States Constitution’s Twenty-First Amendment enables states to control the selling and consumption of alcoholic drinks. The laws in each state are different. A large number of states in the United States have regulations that stipulate which alcoholic beverages must be offered in specialty liquor stores and which may be sold elsewhere.

Specialty liquor stores are owned and controlled solely by the state government in seventeen alcoholic beverage control (ABC) states, where liquor stores frequently offer mainly spirits or occasionally sell spirits and wine except beer. ABC stores, or state stores, are the names given to retailers managed by ABC. Only low-alcohol beer is allowed in supermarkets or gas stations in three states (Kansas, Minnesota, and Utah).

Package Agencies are stores in Utah that are not owned or run by the state. These would be liquor stores run by private persons or corporations under contract with the state to sell packaged liquor, wine, and beer to the general populace for drinking off premises.
